Yea, after being shut twice I figured it out. You can mark anything "public" as long as it's "restricted". And even if you mark it "private", if someone adds it to their favorites or a group where everyone can see it and it's marked "safe" or "moderate" and someone who doesn't like it sees it, you can get canned. Also your icon must be a "safe" pic or it will get taken down as well.
