Sounds cool.  He can definitely sag lower in what he's got and have it look dope.  Joggers, some pajamas, and sweatpants can look cool sagging low.  If he wants to double sag, he can try more athletic-y than baggy basketball shorts with those pants.  Maybe get some jeans if he wants to double sag baggy basketball shorts.  Maybe get a jersey for up top, and he can be set.
